@Ruthiebear: It will only stay in place as long as the ice is thick enough. The ice is measured regularly and when it is too thin, the bridge is dismantled and people can cross the river on a nearby ferry. It cannot pass now because the ice is too thick for it.

@Claudiel: This is used to replace the ferry when the ice on the river is too thick and the ferry cannot pass.

@Ron: You are right in winter. When there is no ice, the trip across the river by ferry takes about two minutes.
